So Much for the Astros "Zero Tolerance Policy"

News broke on Monday that the defending World Series Champion Houston Astros have traded for the currently suspended relief pitcher Roberto Osuna. Osuna was suspended for 75 games for violating MLB's domestic violence policy. 

Ben Maller recalls Houston GM Jeff Luhnow talking about a zero tolerance policy when it comes to domestic violence following a video of a minor league pitcher in their farm system beating up his girlfriend. Osuna has already violated that "zero tolerance policy," so what is he doing there?
